I am currently recruiting for a Youth Commissioning and Development Officer to work with a local authority in South London on a contract basis, initially until the end of December. The client is looking for someone to: Lead on youth related service improvement and development projects. Lead on procurement and grant making exercises for youth related services. Contribute towards business planning, consultations, and policy formulation to develop the Youth service so that it can respond to and support key corporate, regional and national priorities. Commission youth related services via grants (including direct grants to individuals) and contracts. This includes delivering the full commissioning cycle: needs assessment, consultation, designing and delivering commissioning frameworks, evaluation of applications, contracting and performance monitoring. Main duties of the role will include: Managing and directing the delivery of Youth service revenue and capital programmes and projects, including grants and commissioning, linked to relevant corporate priorities so that they are delivered on time and within set budgets. Carrying out needs assessments, research and surveys to establish service improvement requirements, levels of need and scope for change programmes and commissioning of services. Responsibility for revenue and capital project initiation, baseline qualitative and quantitative research, scoping objectives, drafting project plans and key milestones, monitoring progress against plans, managing resources and budgets, escalating issues where necessary and ensuring that the Youth Operations and Commissioning Manager is briefed on risks, slippage and delays. Ensuring internal and external funding resources for projects are identified and managed where needed and reporting requirements are adhered to. Contributing towards the strategic development of the Youth Service to meet relevant corporate, local, regional and national objectives. Writing briefings and complex reports on led projects and advise senior managers and elected members on any policy and service development implications as a result of the projects. Devising and implementing commissioning frameworks: prepare tender and grants documentation packs and other briefing materials for providers, coordinate publicity for commissioning opportunities for maximum reach and advise organisations considering applying for grant aid from the council, assess tenders and make recommendations in accordance with council decision making processes. Candidate requirements: A minimum of two years experience in an area of work related to the delivery of projects or programmes Knowledge and understanding of the theory and practice of project management in complex organisations Knowledge of youth services operations and the constrains, risks and trends facing youth services post-covid, particularly in relation to service redesign, innovation and service delivery.
